A study from the Baden-Württemberg Ministry of Consumer Protection examined eight imported samples of 'Dubai chocolate', 5 within the UAE and 3 from Turkey. It found that all eight samples were deemed "defective". 5 of the merchandise sampled contained fats other than cocoa butter, which is not permitted in products labelled "chocolate" in Germany
